Foliage color change remains slow going in the region. However, with the arrival of October, expect to see more fall color soon.  The only areas showing more than 10 percent change are the mountains of western Maryland, eastern West Virginia, western North Carolina and eastern Tennessee.  Those locations are currently in the low color (11% - 30% change) range.
